A Better Healthcare Funding System
The Romero Medical Membership (RMM) proposal is a county supported medical membership that would be suitable for providing health care to all citizens of Mendocino County It does not employ insurance companies, but instead, delivers funds to health care providers via a local clearing house which are supported by County maintenance funds. Health care costs are funded by the people.
The RMM is jointly funded by the county government and the people. The county is to fund the infrastructure and maintenance which would support the RMM clearing house, related audits to maintain competitiveness, and to combat fraud. The people would be supporting the RMM plan with membership fees, plus modest usage fees, which pays for medical care services and pharmaceuticals. The medical care provided is limited to the abilities of our local hospitals in Mendocino County.
The three pillars of the RMM health care funding plan.
1. The people, as patients, must not be forced into bankruptcy as a result of medical care.
2. Medical care providers must be paid promptly so they are not forced into bankruptcy or otherwise forced to shift their stream of income.
3. The medical funding system must not require the County government to adopt a confiscatory or abusive tax structure that would limit the success of our economy.
Health insurance companies are parasitical to the our economic health. They always place more importance on their shareholders than on paying a hospital or a doctor. Their inclusion is not required nor desired.
Health care providers must be fairly paid and patients must be fairly served. Therefore: Pay the people who do the work and don’t pay the people who don’t.
Guiding principles:
1. Health care is not free.
2. Everyone must have access to health care.
3. Health care must be paid by the people and not through general taxation.
4. No matter if one is rich or poor, when we are sick, we are all sick the same.
5. The RMM Plan is voluntary for patients.
6. Healthcare providers are guaranteed payment in 5 days.
The RMM Card:
The RMM card contains each member's medical record. This is important information to have for emergency medical technicians to provide immediate lifesaving services.
The RMM funding plan is designed to make health care available, cost effective, efficient, and friendly to use.
